Description

The Untied States House Committee on the Judiciary, more commonly referred to as the House Judiciary Committee, was ordained on June 3rd, 1813, with the express purpose of considering all legislation related to the Federal judicial system. The committee is tasked with deliberating on those aspects of government related to the administration of justice within the federal courts, administrative agencies, and the Federal law enforcement entities. Its jurisdiction specifically includes the following: civil and criminal judiciary and judicial proceedings; administrative practice and procedure; apportionment of Representatives; bankruptcy, mutiny, espionage, and counterfeiting; civil liberties; constitutional amendments; criminal law enforcement; federal courts and judges, and local courts in the Territories and possessions; immigration policy and non-border enforcement; interstate compacts generally; claims against the United States; members of Congress; national penitentiaries; Patents, the Patent and Trademark Office, copyrights, and trademarks; Presidential succession; Protection of trade and commerce against unlawful restraints and monopolies; Revision and codification of the Statutes of the United States; State and territorial boundary lines; and Subversive activities affecting the internal security of the United States. Further, the House Judiciary Committee is responsible for impeachments. The Committee has approved articles of impeachment against three sitting Presidents: Andrew Johnson, Richard Nixon, and Bill Clinton.

The House Judiciary Committee has five subcommittees: Courts and Competition Policy; Constitution, Civil Rights, and Civil Liberties; Commercial and Administrative Law; Crime, Terrorism, and Homeland Security; and Immigration, Citizenship, Refugees, Border Security, and International Law. Further, the committee has organized the oversight of three task forces: Antitrust Task Force, during the 108th Congress, the Antitrust Task Force of the 110th Congress, and the Judicial Task Force on Judicial Impeachment for the 110th and 111th Congresses.

Currently, membership in the Committee is comprised of 23 Democrats and 16 Republicans. Members typically possess some type of legal background due to the nature of the committee, but no official requirement for legal experience exists. The current chairman of the committee is Democrat John Conyers of Michigan, and the ranking minority member is Republican Lamar Smith of Texas. Recently, the committee has tackled legislation on topics varying from cyber crime, intellectual property, cloning, and the Internet. Further, the committee oversaw a charge of Contempt of Congress levied against Harriet Meyers, a former White House counsel who refused to comply with a committee subpoena for testimony. In November, the committee ran an oversight hearing on Transparency and Integrity in Corporate Monitoring via the Commercial and Administrative Law Committee. Further, the committee recently authorized amendments to the PATRIOT Act, and Committee Chairman Conyers authorized the Hate Crimes Prevention Act which was recently passed in the House.

My name is Rachel Levick, and I am a Senior in the College of Arts and Sciences at Penn. I am a Political Science major concentrating in American Politics, with a minor in the Legal Studies and History program through Wharton and the College. I am from Allentown, PA, and attended Parkland High School. This will be my fourth year chairing at PMC; I also served as Director for the Supreme Court Program last year and will be doing so again this year. On campus, I also Chair the Nominations and Elections Committee, one of six branches of Penn Student Government, and I am President of the John Marshall Pre-Law Honor Society. Hi! My name is Nikki Schlecker and I'm a sophomore in the College of Arts and Sciences. I will be majoring in Communications and will have a minor in nutrition. This is my first year with model congress so I'm super excited to get started and learn the ropes! I am from North Caldwell, New Jersey, and attended high school in Livingston, NJ at Newark Academy. Here at Penn I’m involved in Greek life through my sorority, Tridelta. I am involved with UTV, am in the cast of the Vagina Monologues, and am the student brand manager for Red Bull.
