Hello Representatives, and welcome to the House Permanent Select Committee on Intelligence. The Intelligence Committee is charged with the oversight of the United States Intelligence Community. The committee is also responsible for the authorization of appropriations of funds to the intelligence community. This committee was made permanent by House Resolution 658 on July 14, 1977 and is currently chaired by Silvestre Reyes (D-TX). The committee has 22 members, 13 Democrats and 9 Republicans.

Due to the sensitive nature of the work done by the Intelligence Committee, many of the hearings the committee holds are closed to the general public. However, the committee did recently hold an open hearing into the extent to which the CIA has failed to notify Congress about some of its activities, including detainee treatment and interrogation. In addition, the full Intelligence Committee will soon be briefed on the shootings at Fort Hood. The initial investigation into the shootings, which were perpetrated by Major Nidal Malik Hasan on November 5, was assigned to the National Security Council. The NSC decided to first brief the leadership of the Intelligence Committee in a closed session, but will soon brief the entire committee.

The committee is broken down into four subcommittees: Terrorism/Human Intelligence, Analysis, and Counterintelligence; Technical and Tactical Intelligence; Intelligence Community Management; and Oversight and Investigation. These four subcommittees are chaired by Mike Thompson (D-CA), Dutch Ruppersberger (D-MD), Anna Eshoo (D-CA), and Jan Schakowsky (D-IL), respectively. The committee has jurisdiction over: the Intelligence Community and the Director of Central Intelligence; the intelligence-related activities of the CIA and the Departments of Defense, State, Justice, and Treasury; the organization of any department that is related to intelligence activities; and authorizations for appropriations for the CIA and all other intelligence agencies such as the Defense Intelligence Agency, the National Security Agency, and the intelligence subdivisions of the FBI.

My name is Jeff Wiener and I'm one of your committee chairs. I'm a senior in the College of Arts and Sciences at Penn, majoring in psychology and minoring in both economics and creative writing. I, like your other chair Max, am from Rye Brook, New York in Westchester County. At Penn, I am a member of the Alpha Epsilon Pi fraternity, an active member of the John Marshall pre-law Honor Society, a second grade tutor through the West Philadelphia Tutoring Project, and am a public speaking advisor for Penn students. I am also currently in the application process for law school. I have taken part in Penn Model Congress since my freshman year and have chaired several committees since. This is actually my second time chairing the Intelligence committee, which I am very excited about. Feel free to contact me or Max about any questions you have regarding the committee. My name is Max Linder, and I am one of your committee chairs. I am a freshman in the College of Arts and Sciences at Penn. I have not declared a major yet, but I am most interested in political science. My high school did not have a Model Congress program, so this is going to be my first Model Congress experience. I went to Blind Brook High School with my co-chair, Jeff, in Rye Brook, NY. I have not gotten too involved in anything at Penn yet, but I am involved in the intramural sports program. My coed flag football team did not do very well, but hopefully basketball will go better. I am really excited to be participating in my first Model Congress conference.
