Welcome Representatives to the House Committee on Energy and Commerce! The Energy & Commerce committee was established in 1795 and is one of the oldest committees in the house. The committee is responsible for overseeing and investigating a wide range of issues related to both energy and commerce. The committee is made up of five subcommittees. They are as follows: oversight & investigations; communications, technology, & the Internet; health; energy & environment; and commerce, trade, & consumer protection. Any issues discussed in the Energy and Commerce Committee fall under the aforementioned categories. The jurisdiction of this committee extends over five Cabinet-level departments and seven independent agencies--from the Energy Department, Health and Human Services, & the Transportation Department to the Federal Trade Commission, Food and Drug Administration, and Federal Communications Commission. The current chair of the Energy and Commerce Committee is Representative Henry A. Waxman (CA-30).
Recently, the Energy and Commerce Committee has been heavily involved with President Obama's plan to reform the healthcare system. As of November 30th the Subcommittee on Health held a hearing on Breast Cancer Screening Recommendations, a controversial issue for patients and physicians alike involving Obama's healthcare plan. Reforms of Medicare's Physician Payment System also took place in late November. While it may appear that the focus as of recent has been upon health, commerce and the consumer are never far from the committee's agenda. In November the committee explored online protection and the use of consumer information in online commerce. Also, with the finite quantities of non-renewable energy sources issues regarding new forms of energy very often make appearances in the committee's discussions.
The Committee on Energy and Commerce has jurisdiction over national energy policy generally; health and health facilities (except health care supported by payroll deductions), interstate and foreign commerce generally; consumer affairs and consumer protection; exploration, production, storage, supply, marketing, pricing, and regulation of energy resources, including all fossil fuels, solar energy, and other unconventional or renewable energy resources; interstate energy compacts; conservation of energy resources; energy information generally; the generation and marketing of power (except by federally chartered or Federal regional power marketing authorities); reliability and interstate transmission of, and ratemaking for, all power; and siting of generation facilities (except the installation of interconnections between Government waterpower projects); general management of the Department of Energy and management and all functions of the Federal Energy Regulatory Commission; biomedical research and development; public health and quarantine; regulation of the domestic nuclear energy industry, including regulation of research and development reactors and nuclear regulatory research; regulation of interstate and foreign communications; and travel and tourism.

Hello delegates! My name is Julius del Rosario. I was born and raised in the beautiful corral of Baltimore, Maryland, and graduated from Parkville High School. Upon coming to Penn, I brought with me my unhealthy addiction for sports(baseball and football esp.), break dancing, BEING INVOLVED and crab cakes! Outside of preparing for one of the best conferences ever, I spend my time playing on the Club Baseball team and other intramural sports, hanging with his fellow Filipinos in the Penn Philippine Association, broin' out with his Fraternity brothers, working in a lab at HUP, break dancing in the corners of the Quad and rockin out to guitar hero. Oh and of course, I also spending lots of time studying as a pre-med student as a Bioengineer in the School of Engineering at Penn. I've been doing model congress since sophemore year in high school and I chaired last year in PennMC 2009. I'm looking forward to seeing all of you and hearing some great debates! My name is Mukul Sharma and I am a senior at the University of Pennsylvania studying biology and political science. I am from Lee’s Summit, Missouri (a suburb of Kansas City, Missouri) and went to Lee’s Summit North High School. In addition to PennMC, I have been involved with the Penn Democrats, Penn Pre-Medical Association, and the local Democratic Ward Committee while at Penn.
