Rules Changes for PENNMC 2009

Penn Model Congress is pleased to announce that we have revisited our Rules of Debate. This year, we will be using our newly updated Rules. Changes include:

  • Definition of types of legislation (bills, resolutions, constitutional amendments).
  • A two-minute author summation speech before the final vote on passage of legislation.
  • A new definitions of Moderated and Unmoderated Caucuses
  • Additions to the Full Session Rules, including Roll Call Votes
